At Grant Thornton, our professional staff applies traditional, cutting-edge approaches and methods to a variety of analyses. As part of our team, the Senior Associate will utilize various methodologies and models to execute client projects.

ESSENTIAL DUTIES:
Support the OCIO Capital Planning and Investment Control (CPIC) and OMB Reporting teams at the Client site as well as the Project Funding and Budget Advisory teams.
Assist the agency in the Select, Control and Evaluate phases of the CPIC cycle.
Provide monthly inputs and reviews for the OMB 300 B.1 and B.1 tables.
Provide detailed analysis of the inception-to-date financial data (budget, forecast, obligations and expenditures) for the Capital Investments at the portfolio, program and project levels.
Create detailed investment reports, Capital Investment Decision Paper (CIDP) Status Reports, to be reviewed by IT Investment Review Board (ITIRB), CPIC Review Board (CRB) and IT Liaisons.
Provide reports to the Department of Commerce (DOC) to assist the office is monitoring and evaluating the Investment performance.
Assist investment teams is creating and submitting the OMB budget submissions.
Understand IT SDLCs and processes to support the investment teams in managing the IT investment.
Help the agency in the evaluation of investments to determine actual ROI and business value delivered.
Meet or exceed targeted billing hours (utilization).
Assist with business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.

Qualifications

Working knowledge of Earned Value Management (EVM) performance metrics for both Waterfall and Agile methodologies.
Advanced to Expert in CPIC highly preferred
Exhibit 300/53 experience required
Earned Value Management experience required
Project/Program/Portfolio Estimation experience required
Budget Formulation experience required
IT Strategic Planning experience highly preferred
IT Governance experience required
Bachelor’s Degree required from an accredited college or university in a related field.
Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Travel may be required.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
Meet or exceed continuing professional education (CPE) requirements.
