The Task Order Manager shall serve as the single point of contact for all contractor employees and shall be the liaison between the BPA Order contractor staff and the BPA COR. The Task Order Manager is responsible for ensuring all of the overall BPA requirements are met in accordance with the BPA Statement of Work or Performance Work Statement.

General responsibilities will include managing personnel resources and assignments, developing work schedules, P&L responsibilities for the project, providing assistance to other task managers, and assisting the Program Manager in the following actions: manage cost, staffing, schedule, deliverables and quality assurance. This requires experience and familiarity with operations, transportation security equipment deployments, and all aspects of internal and subcontracted logistics operations. The position will be the primary point of contact to the client customer on assigned task orders coordinating day to day activities and responding to emerging requirements.

Primary Responsibilities:
•Working with the internal PMO team to develop proposals for delivery to the client on new work efforts.
•Ensuring that deliverable requirements are met, progress is achieved in a timely manner, resolving all BPA Order performance issues
•Communicating effectively, both orally and in writing, with task order personnel and senior management, and organizing, directing, and coordinating execution of task order activities within negotiated time frames.
•Providing clear leadership, technical direction, and guidance to all task order personnel.
•Ensuring there is accurate record keeping and no disruption in the quality of services to the Government at any time
•Tracking and aiding the BPA Manager in filling vacant positions in a timely manner at the BPA Order level
•Managing subcontract resources as necessary (e.g., integrating subcontractor work performed on order requirements, managing the work distribution to subcontractors)
•Developing project plans
•Supporting the maintenance of the project’s SharePoint repository
•Performing engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management

Meet or exceed sales targets for new and follow-on work.
Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
Meet or exceed targeted billing hours (utilization).
Act as performance manager (coach) for up to four coachees outside of engagement responsibilities.
Interview campus and/or experienced candidates.


Required Qualifications:
•6+ years project management experience of teams 5 FTE or more
•Excellent organizational skills
•Excellent oral/written communication
•Experience working for executive level federal clients GS15 or higher
•Proficient in Excel, Word, PowerPoint, and Outlook

Preferred Qualifications:
•Preferred candidates will have 8+ years of program management experience, preferably in federal government program/project management of similar projects.
•Strong knowledge of security operations
•Ability to read and interpret federal acquisition policy, regulations, and directives and to apply those interpretations fully and legally to required deliverables
•Current DHS Public Trust security clearance
•Experience managing fast-paced technology projects
•PMP preferred

Bachelor’s Degree required from an accredited college or university in a related field.
Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Travel may be required.
Coach and mentor junior staff members.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
Meet or exceed continuing professional education (CPE) requirements.
