ESSENTIAL DUTIES:
Oversee a team of developers and system architects in the development of a database and web-based user interface.
Establish and manage the system development lifecycle for a custom tool (there is not a commercial off the shelf solution that is being used in this case), and after the tool's initial implementation, handle the change management process for the tool.
The IT PM role will also oversee the migration of data from the current system to the new database - orchestrating the trial and test migrations, assisting the change management team in defining the key steps that need to be taken to successfully perform the migration, and overseeing to "go-live" for over 30 DoD Components over a 6-8 month period.
Communicate with project management team, and clients, as appropriate about potential risks in the project.
Provide inputs into project deliverables such as training materials and change management/communications content in support of the roll-out of the tool.
Provide inputs and assist with the preparation of security and privacy compliance reviews. (e.g. ATO and SORN).
Perform engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management.
Meet or exceed sales targets for new and follow-on work.
Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
Meet or exceed targeted billing hours (utilization).
Act as performance manager (coach) for up to four coachees outside of engagement responsibilities.
Interview campus and/or experienced candidates.

Qualifications

The project will be focused on the development, testing and implementation of an Oracle database with a web-based front-end (programmed in Visual Basic and ASP.NET).
Familiarity with DoD would be a plus, as well as experience leading efforts to build a solution from scratch (e.g. a custom project that didn't use a commercial off the shelf solution).
Experience with ASP.NET, Oracle Cloud - Developer - BI Cloud Services, Oracle Data Integrator (ODI), Oracle Reports.
Experience with Application “Agile Lifecycle” Management , Product Lifecycle Management, IT Program Management, Application Modernization.
Secret Clearance Required.
Bachelor’s Degree required from an accredited college or university in a related field.
Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Travel may be required.
Coach and mentor junior staff members.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
Meet or exceed continuing professional education (CPE) requirements.
