The Senior Manager will help with continuing to build and develop strategy, client base and solutions within the State of Virginia and its related markets. The role will help to identify, develop and grow new business, assist/execute/oversee delivery (as needed), and will develop and maintain effective key relationships with our clients and partners. This position will contribute to the development and refinement of the overall State & Local vision and strategy and adapt and develop a corresponding, coordinated strategy for Virginia.

Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change
Creates teams to accelerate innovation and technology solutions into state agencies
Meets financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions
Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations
Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments
Monitors and directs delivery as needed
Coordinates MSA engagement partner capture activities – assists and advises to achieve engagement objectives
Develops and oversees marketing activities associated with State of Virginia activities
Identifies opportunities and coordinates/directs capture activities with PS personnel
Perform engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management.
Meet or exceed sales targets for new and follow-on work.
Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
Meet or exceed targeted billing hours (utilization).
Act as performance manager (coach) for up to four coachees outside of engagement responsibilities.
Interview campus and/or experienced candidates.


Bachelor’s Degree in Business Administration or related field; Master’s degree preferred
At least 10 years of State & Local government and related experience (State of Virginia exp. preferred)
State and local government business development experience
Experience with developing budgets and tracking budget expenses
Project management and performance management proficiency
Ability to identify, develop, grow, and maintain new business and develop and maintain effective key relationships with our clients and partners
Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Travel may be required.
Coach and mentor junior staff members.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
Meet or exceed continuing professional education (CPE) requirements.
