ESSENTIAL DUTIES:
The IV&V Technical lead will take an active role in engagement execution, project management and key business development activities.
The IV&V Technical Lead will assume management of the technical work on the Enterprise Portal Project, including technical evaluations and performing as a technical SME on the project through successful completion of statewide implementation.
Work as a team lead for the Independent Verification and Validation (IV&V) Contract for a large IT modernization project.
Provide day-to-day management of technical project deliverables and reports.
Perform as a technical SME and advisor to key client stakeholders.
Perform thorough analysis and problem solving, identifying risks and issue on the client project and leveraging technical expertise to identify solutions and recommendations.
Provide client relationship management.
Present IV&V Presentations to Project Steering Committee and Executive Leadership.
Perform engagement management responsibilities, including performance reviews, task delegation, project scheduling, project financials, quality review and client management.
Meet or exceed sales targets for new and follow-on work.
Manage business development activities, such as proposals, capture, account teams, whitepapers, conferences, and/or other thought leadership materials.
Meet or exceed targeted billing hours (utilization).
Act as performance manager (coach) for up to four coachees outside of engagement responsibilities.
Interview campus and/or experienced candidates.

Qualifications

Bachelor’s Degree in computer science or another technical field.
Prior experience with California welfare systems like SAWS (preferred), CalWIN, C-IV, or LRS.
.NET or JAVA development experience preferred.
At least 3 years of IV&V experience within the last ten years working on a Complex IT Project(s) in a technical lead capacity.
More than two-years of quality assurance and/or quality control experience within the last ten-years on large and complex IT projects.
At least 5 years’ experience developing design and integration of systems and subsystems.
At least 5 years’ experience creating service specifications and designs.
Prior experience with California technology projects in the IV&V capacity.
At least 2-years of experience within the last ten years on complex IT project(s) that must meet requirements subject to IT industry standards including:
IEEE 1012-2004 Software Verification and Validation
IEEE 12207 Standard for Information Technology – Software Life Cycle Processes
IEEE 730-2002 Standard for Software Quality Assurance Plans
IEEE 830 Requirements Specifications
Ability to obtain and maintain certain job-related certifications if no job-related advanced degrees.
U.S. citizenship may be required. Ability to work in the United States indefinitely required.
Travel may be required.
Coach and mentor junior staff members.
Ability to work overtime required on occasion.
Ability to sit in an office environment for long periods of time.
Ability to obtain and maintain a security clearance.
Ability to communicate clearly in writing and verbally.
Ability to obtain and maintain firm independence and abide by firm ethics requirements.
Meet or exceed continuing professional education (CPE) requirements.
